Pretty close to where Savitar appears, this catkid is prowling about and checking things out. He hears the commotion and climbs up the side of a building to get a better view. He's only about ten yards away, so he can see that scar clearly, and when his eyes meet with the man's he gets a bad feeling in his bones. Who is that guy? Doesn't seem quite right.
He climbs to the top of the building and crouches out of sight, settling on watching the guy for now and see what he does.
